Soy Sauce Marinated Deviled Eggs

6 large eggs
1 ¼ cup water
½ cup soy sauce
¼ cup rice vinegar**
1 teaspoon liquid stevia
2 cloves garlic, grated
4 ounces cream cheese, softened
1 tablespoon chopped chives
salt and black pepper to taste
*Make sure that you use unseasoned rice vinegar that does not include sugar.
